This block is the editor speaking, and it is kept apart from the panel above so that no reading of the evidence can be mistaken for the evidence.
A mark of Not enough evidence yet means the thresholds in the published rules are not met yet. A subject needs at least 6 comparison units across at least 2 developers before it can carry any other mark.
The record is young and most subjects will read Not enough evidence yet for a while. That is the honest state of the evidence and the rules for filling it are published.

Each issue is a frozen copy of the panel on the day it was published, with the editor’s read as written that day. Issues do not change after they are frozen.

How the marks are decided
The marks are words, not numbers. Under every mark is a line that says what it is based on, in the same size type.
- Getting better
- The measures that moved, moved toward more control.
- Getting worse
- The measures that moved, moved away from it.
- Mixed directions
- Measures moved both ways and nothing nets out.
- Holding steady
- Enough evidence to say that little has changed.
- Uncertain
- The evidence conflicts, or it cannot be checked.
- Not enough evidence yet
- The thresholds in the published rules are not met.
